News

No special developments this week, unfortunately. The database is still being coded, and we might decide to alter the design before we put it up. I havent received many planetary applications, but I suppose that was to be expected. Please note that, although some of you have been given responses (senior members), well be waiting to respond to the bulk of them until the edited Core Exam and Senate Procedural Exam are up (which, if all things go according to plan, will be up on the IU site this weekend). The reason being that the position of Senator requires you to know a great deal about Senate procedures, and every application Ive gotten so far has applied for at least one Senator position. I dont want to deny you the opportunity and simply make you a Representative, so just have patience.

Speaking of the Imperial University, youll notice some template changes. Minister Dakkon has found himself a member who knows quite a bit of PHP (Xura Verr). Hes also taken the liberty of appointing him his Vice Minister, so there it is. If you look on the main page, youll see CORE, ARG/1 and ARG/2 up there. The Argumentation ones are available and ready to be taken, so do it! By Monday, itll also have the Senate Procedural Exam (SP) listed. All hoping to be a Senator will be required to pass it. No, its not required for entrance into the Senate, just to clarify. The Core Exam, however, is.

In other news, Minister Both is taking a one week leave of absence for spring break (although I didnt know this until he informed exactly one second before he left). In the future, Id request that I be informed a few days prior to your leaving. coranelboth: see you in a week :P wont suffice ;). Lastly, Im very happy to welcome back Karva Dronaal and Marcus Benoit to the Imperial Senate. Hopefully some other Senate veterans will follow suit. Perhaps theyll revive the Conservative Partythatd be my hope *hint*.

Since I dont feel like waiting, Ive decided to include to format under which all Resolutions are to be written. Ignore the [#:] things, as they tie into the exam.

Draft Resolution 27

[1: Bearing in mind the purposes and principles of the Imperial Senate, and the primary responsibility and directive of the Emperors Hammer], the [2: Representatives of the Democratic States of Hiran] do herein submit a resolution with regards to [3: the methods employed by the Imperial Interference Prevention (IIP) organization].

[4: It is our understanding that the IIP has,] under circumstances not permitted by Imperial statute, [5: intervened in the affairs and practices of the Emperors Hammer]. (1) That the IIP has willfully assisted in the premeditated assassination of an Intelligence Division officer; (2) that the IIP has promoted anti-imperialist riots, leading to four deaths and the collapse of one local financial district; (4) that the IIP has illegally and secretly obtained weapons from the Corporate Sector Authority; (5) that the IIP has secretly funded militants who interdicted and destroyed Imperial cargo vessels; (6) that the IIP has secretly funded attempts to thwart an Imperial weapons convoy to Aurora Prime.

[6: Recalling Senate Policy Directive 17], which states (1) that all civilians accused of Imperial crimes will be permitted a fair trial under a civilian court; (2) that an Imperial Security Officer is to represent the Emperors Hammer; (3) that a Senate liaison, a civilian official, and a third party will act as a jury; (4) that if convicted, the HCI may sentence the individual(s) accordingly.

[7: We acknowledge that the IIP is a civilian organization], permitting third party intervention. The Consortium of Independent States (CIS) has been selected for the task of investigating the situation on Hiran. A CIS commission, headed by Senator Wessex, has come to the following conclusions: (1) that the intentions of the IIP are clearly contradictory to their policies; (2) that the IIP aims to undermine all Imperial Authority on Hiran; (3) that theyve effectively dismembered an Imperial garrison; (4) that the IIP has propagated anti-imperialist sentiments in other EH territories; (5) that the IIP has caused unmitigated damage to Imperial citizens, the military, and to the Hirani government.

[8: Concerning the distinction between a civilian and a civilian organization], we, the undersigned, establish that the IIP leadership is responsible for the actions undertaken by the organization. With respect to the amount damage inflicted, weapons obtained, and sentiments produced as a result of this ordeal, it is further established that the effort required in disbanding the IIP presents a challenge incapable of being dealt with by the Hirani government.

[9: Recognizing the recent actions of the IIP, which indicate complete secession from the Democratic States of Hiran and a call to arms, we propose the following:] (1) that the Imperial Senate attempt peaceful negotiations with the IIP leadership; (2) that the Imperial Senate demand disarmament; (3) that the IIP be classified as a terrorist organization. Additionally, we put forward the possibilities that: (1) military action may prompt civilian riots; (2) that several IIP sympathizers within the Hirani government will do anything within their power to oust Imperial authority; (3) that this is a matter of EH internal security, not something intrinsic to Hiran.
