I believe I said this in my last report, but the manual has been approved. It's temporary location is here: http://www.jpboyce.org/zedar/sen/. I'm much obliged to Shadonyx who compensated for my horrible html abilities. If you see any inconsistencies, grammatical or computational errors, or if you have a discrepancy with something, feel free to contact me about it. The manual should be transferred to minos as soon as we get the database relocated. In fact, we might not even need to relocate it as we're having a great deal of progress on the new database. Hopefully, it'll be released by the beginning of next week with only the most basic admin and rosters. Things described in the manual such as Planetary Issues, the Legislation Docket, the Planetary Profiles, the actual Senate voting, etc. will probably take quite a bit longer. This plus the bugs we'll encounter. I do ensure you, however, that it'll have what the manual requires.
As you can see, the titles have changed slightly. Anyone who's Advocate or above hasn't had their title changed. Anyone below, it really doesn't matter, as our membership should be replenished as soon as the new database is up. Given the features we'll have (the manual BARELY describes them--you'd have to see how they work), I expect our active membership to at least triple within the first month. Any of you familiar with the Jennifer Government simulation (www.nationstates.net), it's very similar to that, only better, more organized and with more features. I have the Core Exam revisions completed, but I think Minister Dakkon is still trying to fix the PHP mailer, so it won't be up until the end of the week (probably).
Now, we need to get ourselves organized on planets. This wasn't specified in the manual, but aside from High Councilors and Aides, you can hold the position of Senator and Representative along with any other Party position. For example, if a Party Leader were also a Senator, his ID line would simply be SEN-PL/PRM Name (Planet)/Party. Please note that as we're in the process of organizing ourselves, we aren't going to actually be in our new positions, as they won't be finalized until the database is up and won't really mean anything anyway. I also must note that seniority will have first priority on Senator positions, although I'm positive will have a great deal left open by the time our rosters are working. The inactive roster will be purged, and all seemingly active members who don't apply for a position will be placed as a Representative on a random planet.
You'll also notice that the Minister of State is a new High Council position. No, I will not be accepting applications. You may, however, inquire all you want about it. Party Whips are also official positions now, as they'll have a great amount of significance in Senate-wide debates. Since Siterath is the only PL at the moment, you may feel free to appoint whomever you wish with the appropriate title. In addition to the Minister of State, I'll also need a Senator Prime just as quickly as the database is up. We might not have an election the first time around, as our membership isn't active enough to necessitate one. The Senator Prime, though I should've gone into more detail in the manual, is charged with filtering proposals from the general membership, which will prove to be very monotonous within the first month of the database being up.
Finally, it's with much reluctance that I remove Plague from the position of Deputy Chancellor. He's been caught up with serious RL problems and hasn't found the time nor will to devote to the Emperor's Hammer in recent weeks. He was an extraordinary member, accomplishing more than did the previous 4 Deputy Chancellor's in the period of one month. He was a good friend as well, and perhaps the only person in the Senate I'd trust directly at my side. I have to leave the position open to him, though, should he decide to return. Hence, it won't be open for applications. If it's obvious he has no intention to return after the database is completed, then circumstances would force me to appoint a new one. Until then, though, consider him in absentia.

The flash presentation I've been working on should be done this week, though I had hoped I could've released it today. Other than that, there's nothing much else to report. Include your full Senate ID line, whether you desire a Senator position, and any other info you feel is necessary to include. The Planets list can be found in the "Planets" section of the manual, as if it weren't obvious enough. It's also in one of my previous reports in case you should have trouble accessing the manual.
