I apologize for the late report, but my finals are through on Thursday, so I'll be caught up by this weekend. Firstly, the Senatorial Address reformat is completed, and I'm simply waiting to get the images uploaded somewhere. Below is the format you'll follow for submission and the potential awards you'll receive. Before that, though, there's a matter regarding the EH Newsletter that I've neglected to mention.
Henceforth, all submissions such as Party graphics and fiction are to be sent to Astatine for the EH NL rather than the Senatorial Address. Specific works could possibly be chosen from the EH NL and included in the SA (which will be awarded). You will no longer be receiving exuberant amounts of Certificates of Submission, nor will things such as "News Flashes" be accepted. Parties are encouraged, however, to submit the following to the Senatorial Address: Party essays, debate logs (even trivial IRC discussions that pertain to the Senate), questions regarding the current administration (the high council, of course), general opinions, etc.
You'll of course be awarded a Letter of Acheivment for every submission to the EH Newsletter, and I highly encourage you to submit as much as possible. Members who have displayed a considerable amount of effort will be awarded an Senate Star in addition to how ever many LoAs they receive. Work that exhibits a superior writing or graphics talent will be specially awarded by me depending on how much I like it.
Note that the Senatorial Address will come after the EH Newsletter in priority. I'll have to hire a staff before I even think of accepting submissions for the new addition. If you have any questions or concerns regarding the SA, direct them to me. If you're interested in writing for the SA, also contact me. I'll expect you to have some experience with writing, of course, and an affinity for the language you're writing in.
Now, the actual Senatorial Address format. As I said, you won't be receiving exuberant amounts of CoS's anymore. There are also categories of submission: writing, graphics, and miscellaneous. Writing will no longer consist of fiction unless in the form of an article detailing a fictional event. Stories will be submitted to the EH Newsletter; poetry, unless of excellent quality, is also subject to this restriction. "News flashes" are out, as previously stated, and the "instructional" section, which seems to be intrinsic to Demerzel, will be limited to works that pertain to Star Wars (it can't have RL or Earth implications). Otherwise, those "instructional" submissions will stand as a criterion for the writing category.
I ask for logs because they can be adapted into an article and detailed fictionally within the Senatorial Address. If you have something pertaining to an actual Senate event (I put the Neo-conservative party movement as an example), feel free to submit the idea or the article yourself (please note that it's subject to editing). I wrote the article about the Senate Complex to show just how frivolous yet interesting your articles can be. It is also an excuse to use graphics, like the one I showed (I had been wanting to use that picture for over a year). It's simply a method to be creative, and it puts you on a personal level with the Senate. We'll be detailing our history, as if it were a story line, not just submitting trivial and boring graphics and stories that conflict with eachother. You should use that as an incentive to get noticed.
Graphics is the other essential element to the SA. I know some of you have little interest in writing, so there will be some leeway in regards to the submission to this category. I mentioned that graphics could be taken from the EH Newsletter and pasted with someone else's article, depending of course on whether they pertain to eachother. If no submissions turn out to be compatible, then there's always the possibility that we could have
an "Arts", "Properties", or "Advertisments" section. The latter seems to make the most sense. Don't think that you can't send whatever silly graphics or pictures you find laying on your hard-drive, because that's where I find most of mine. Cities, landscapes, ships, etc. shouldn't be too hard to dig up.
There's a restriction to graphics, though. I was sickened by the fact that people were receiving CoS's for submissions they made for the Dark Brotherhood. No doubt they submitted it to the EH NL and DV as well. Of course, there won't be any use for these graphics in the SA anyway, unless there's an article pertaining to the DB that has some pertinence to the Senate.
Miscellanious is pretty straightforward. I suppose it could consist of inter-subgroup articles or graphics. For example, Autoris recently was promoted to Rear Admiral, or Trev just rejoined the Senate, or Maximus just resigned from Party Leader, or Howlader retired from the EH entirely. Fictionally, you could detail subgroup politics such as the inutility of the Medical Corps or the tyrannical reign of DGM Astoris (for belzy). I highly suggest that you write something about inter-club activities, such as the Outer Rim Wars. This could be under "writing", but I'm looking for the legislative possibilities or information from other SG's or interviews with officers etc. That may be a tough thing to accomplish, but it can also be adapted into Senate competitions, debates, etc.
Now, the awarding format goes like this:
1 submission to a given category: [CoS]
2 submissions to a given category: [CoSx2]
3 submissions to a given category: [ST]
4 submissions and above to a given category: [SS]
Additionally, members who display an extraordinary writing or graphics skill are elgible for the following awards:
Crystal Pin [CP] - for excellence in a given category.
Ivory Clasp [ICL] - for superior talent in a given category.
Adamantine Seal w/ Platinum Ribbon [AS-PR] - for the greatest amount of effort put into the SA. One awarded for every addition released.
Senate Propriety Award [SPA] - for articulance, voice, and excellent conduct in any number of Senate activities. Awarded to a member every month (announced in the SA) for superior dedication to the Senate.

After one month's passing, the format will revert back to the way it was. This competition is open to anyone, including High Council members and reservists. Another requirement is that they have to join a party, so no joining and going to the reserves.

I'm in need of a Senatorial Address staff and a Professorate Staff. Know that both of these are likely to be the most highly awarded positions in the Senate. Also know that I require a graphics or writing ability, as both fields require a great deal of both.

You'll notice that I added a new award: the Senate Propriety Award [SPA]. I found it necessary for the SA, and given that so much of the Senate will now be based on fiction, debates, legislative process, etc. Expect awards to be added in the future to accommodate the new structure, as we'll likely have a lot more actitivies that require a diverse award selection.
If you don't know about the Senate Structure already, look at the .jpgs I included in one of my previous reports. It's quite simple, really. There are a potential 7 Delegates per every Planet. Initially, we'll probably start with 10 of these planets. There will be 5 Representatives (which is a new position) and 2 Senators per delegation. If you have an opinion regarding the size of the delegation or what planets should be admitted for representation, feel free to contact me, as I'm quite undecided about it myself.
If you notice, the ugly white headings have been removed from the database. It's been bugging me ever since Orv created the database, and I'm glad to have gotten rid of it.
Trev brought up the point that Osan's original awards conversion wasn't all that appropriate. For example, property was ridden of even when it was deserved for some other reason than promotion, and Body guard units were disregarded completely. If you have evidence of an award you had in the past that wasn't converted properly, contact Belzedar. You must provide some sort of verification as always.
Maximus resigned, in case you didn't notice. I'll be accepting Moderate Party Leader applications at this time. Please have them to me by February 5th at the latest. I require the following:
-High Online presence (either through e-mail or irc, AIM, etc.)
-Ability to maintain a website (desired)
-Familiarity with the Moderate Ideology
-2 recruited members
-A High amount of Senate activity
-A Reccomendation
-Core exam completion at 91% or above
-EH History
Lastly, I know some of you were doubtful that I had even written a report yesterday. This pisses me off. As you can see, this was not something I can write in 5 minutes. In fact, the one yesterday was longer. This and the fact that I have to write a complete structural layout in addition to the manual is not an easy task. You can expect portions of the manual to be released periodically in my reports if anything.
